Forensics Experience
Mr. Flynn has over 40 years of experience in construction providing a substantial foundation for his expert witness qualifications in the areas of construction management, construction defects, costs to repair and delay analysis. He prepares analyses of construction projects, including early conceptual estimates, construction defects and schedule impacts. Mr. Flynn has given expert testimony in Superior Court on over 25 occasions.
Mr. Flynn has had full profit and loss responsibility and administrative responsibility of a 40 million dollar project backlog; created and directed a new estimating department; and oversaw field operations, contract negotiations and marketing for a workforce of over 180.
He has been involved in commercial, multi-family and single family developments; luxury homes from conceptual estimate through contract awards; and overall project design and supervision.
As a Senior Project Manager he has had multi-project responsibilities including complete charge of a multi-million dollar 16 story office building and parking garage of poured-in-place, concrete construction. He has supervised hotel additions, remodels and over 2 million square feet of tenant improvement work.
Mr. Flynn has held numerous construction management positions including Chief Estimator, Contracts Manager, Construction Manager, Senior Project Manager, Executive Vice President of Construction and President of Construction. As a partner in a premier consulting and scheduling firm, his projects included Getty Center, Los Angeles Convention Center Expansion, California State University Long Beach School of Business, Arrowhead Pond Arena and the Riverside Casino Expansion in Las Vegas.
Mr. Flynn has consulted on and/or been designated as an expert for single and multi family developments, luxury homes, commercial, industrial and institutional construction projects.

School vs. Developer, San Juan Capistrano, CA
Testified in Superior Court for 13 hours on behalf of school seeking damages against developer. School awarded almost one million dollars in damages, relative to unperformed work and permitting issues.
Santa Barbara, CA Homeowner vs. Neighbor
Testified in Superior Court on behalf of a homeowner seeking payment for landslide related damages. Homeowner awarded the amount of Mr. Flynn’s cost-to-repair estimate.
Contractor vs. City of Industry
Testified on behalf of City of Industry in delay case. Jury awarded the amount of Mr. Flynn’s delay damages.
Tenant vs. landlord, Costa Mesa, CA
Testified on water intrusion on behalf of tenant seeking mold related damages. Tenant awarded damages.
