ASHRAE
Guideline 1-1996: The HVAC Commissioning Process
(Abstract)
This guideline
describes a commissioning process which ensures that HVAC systems perform
according to design intent. It can be purchased from ASHRAE's online bookstore,
or by calling ASHRAE Customer Service (404-636 -8400). Guideline 1
is currently being updated to reflect the Guideline 0 format.
National Institute of Building Sciences (NIBS) – Building

Building Commissioning
The National
Institute of Building Sciences is working with ASHRAE to develop a set
of commissioning guidelines focused on Total Building Commissioning.
ASHRAE’s Guideline 0 will set the format to develop discipline specific
guidelines to commission features as diverse as mechanical systems,
interior systems, and fire protection systems. The Total Building
Commissioning website is maintained by the Florida Design Initiative
and is organized around the individual technical guidelines.
The Whole
Building Design Guide offers an introductory
article on commissioning. This article outlines commissioning concepts
and processes and provides links to more information.
Leadership
in Energy and Environmental Design (LEED™) Rating System

is a voluntary, consensus-based national standard for developing high-performance,

Associated Air Balance Council (AABC)

The Associated
Air Balance Council (AABC) is a non-profit association of qualified,
independent test and balance agencies. Their new Commissioning guide
provides detailed, step-by-step methodologies for various types of commissioning.
The Guide includes a list of roles and responsibilities, a recommended
scope of services, sample forms, specifications, & RFPs as well
as a discussion of commissioning and its benefits. It may be purchased
on-line using this form or requested by mail.
National Environmental Balancing Bureau (NEBB) Procedural
Standards for Building Systems Commissioning

The
105-page publication provides comprehensive guidance for systematic
development and implementation of a plan for commissioning building
HVAC systems. The easy-to-read text describes organization, planning,
procedures and methods for verifying and documenting that the performance
of building systems is (or is not) in conformance with building specifications
and contract documents. In addition, it includes model reporting forms,
check sheets and functional performance checklists for documenting the
performance of the building system components. Another feature is a
one-page schematic that depicts the commissioning process.

Developed
jointly by Portland Energy Conservation Inc. (PECI) and the U.S. DOE,
this 500-page document details the commissioning process for new equipment
during both the design and construction phases for larger projects.
It also provides boilerplate language, content, format, and forms for
specifying and executing commissioning.
The
document is generally based on ASHRAE Guideline 1-1996 with significant
additional detail, clarification, and interpretation. Updated in February
1998, the document can be downloaded from this site.
Working
with the Oregon Office of Energy, PECI revised this model plan for
inclusion in the Oregon Commissioning Toolkit.

nonprofit corporation offers innovative approaches to the responsible
use of energy and facility resources, particularly commissioning. PECI
offers a wide range of commissioning-related documents, all of which
are listed on this site. Some of the documents are available online;
others are available only in print form.
Building Commissioning Association

Building Commissioning Association (BCA) is a non-profit membership-based
professional organization for commissioning providers.
The
BCA's goal is to achieve high professional standards, while allowing
for the diverse and creative approaches to building commissioning that
benefit the profession and its clients. For this reason, the BCA focuses
on identifying critical commissioning attributes and elements, rather
than attempting to dictate a rigid commissioning process.

Energy Management Program (FEMP) – Building Commissioning Guide

The
Energy Policy Act of 1992 requires the head of each Federal agency to
adopt procedures necessary to ensure that new Federal buildings meet
or exceed the Federal building energy standards established by the U.S.
Department of Energy (DOE). DOE's Federal Energy Management Program
(FEMP), in cooperation with the General Services Administration, developed
the Building Commissioning Guide.
Users
have access to view and download the Building Commissioning Guide, model
commissioning plans, and guide specifications.

Commissioning Specialists Association (Great Britain)

CSA is an association for the commissioning industry within the construction
world. Its membership comprises commissioning industry companies, individual
commissioning engineers and associated companies (such as equipment
manufacturers, instrument suppliers, etc.), who have a vested interest

is carried out to a uniformly high standard.
